Sorry im another one who doesnt agree. And find that statement really rude. Someone with a reactive dog has enough problems on their plate without trying to detour away from your off lead dogs.

If I see someone struggling ill either call my dogs in and have them walk close alongside me if closeby or if I have some time to get myself together will put them on lead. If theyre really struggling or I see them completely last minute ill bring the dogs into a close sit and let them pass first, with my dogs attention on me. Helps them and gives me a chance to go though obedience with distraction :) lol. If I see someone put a dog on lead even though the dog looks calm Ill shout forward if they want mine onlead. If they do its hardly going to inconveniance me putting there lead on for 2 minutes as we cross paths. Both my dogs have decent recall so its not a palava in my eyes.

I have a fear reactive dog who is partially sighted and I have worked really hard to get her to politely meet calm friendly dogs she knows on walks. She is kept on a flexi-lead. One inconsiderate, selfish owner with an out of control dog charging up can put her back to square one again as she feels threatened and goes into head-butting defensive mode.

Personally I am so fed up with these owners then having a go at me that "I shouldn't bring my dog out if she is nervous" that I now shout out that Cherry has an infectious skin disease and the vet told me to keep her leashed so other owners would realise to keep their dogs away. Remarkable how a bit of self-interest motivates people to move quickly to grab their dog before it jumps all over her. Failing that I will use my dog-stop alarm to stop the other dog frightening her. Why should she have to put up with aggressive or over-the-top behaviour from strange dogs?

My other Kerry is an extremely well-socialised, confident dog who loves socialising with other dogs but I always recall him when I see another dog on a lead. It is called common courtesy but unfortunately there doesn't seem to be much common about it!

(by the way-you don't need an apostrophe in the word "dogs" in the way you are using it)

I think Kerryowner, before you highlight the use of a apostrophe in "Dog's," You put your mistakes right first. LOL
