Do they measure to the top of the hair at the shoulder or do they mash down to the top of the shoulder?
My female is 16 and 1/2 in to the top of her hair over shoulders but if you mash down to her shoulders it's 16 just under 16
When they check the height of a Sheltie do they go to the top of the hair or do they Mash down to the top of the shoulder.
