Hi Ron, have you had her to a vet?
My first thought was dementia. My Löwchen boy had this, and though he lived to 17, he stopped enjoying walks at about this age. I had to keep him on a lead or he would panic and run back home again. I believe there are tablets which can help these days.
Chronic pain or discomfort is a possibility too.

May also be that she can't hold it like she used to. I'd be tempted to ask a vet to check a urine sample to rule out UTI and to give her a general check over to see if there's anything that may make her more comfortable
