Nope perfectly normal. Been looking at some Oli Collars for Mouse since he was 8 weeks for when he is 2yrs old. If your not familiar with them here is one there hand made mastiff collars.
Another one I discovered is Paco collars and you can design your own...time to start saving my nickels and dimes. But the question of expensive collars for a puppy...I wouldn't get super expensive until you've had them at least a year. I had a bunch of beautiful collars when we first got Sophie...she was an adult but really malnourished. By the time a year passed she had outgrown every collar. She didn't get fat, just taller and way more muscular. There's a lot of cute nylon collars for puppyhood.
During the two years I was sort of looking for another puppy before Pereg turned up, I had already bought a very small puppy set of collar, harness and lead - pink, of course, as I only wanted a bitch puppy. Plus I kept thinking of and then discarding names for the puppy which at the time did not exist. Needless to say the name "Pereg" was not on any list!

I'm a bridle leather fan. ESBleather have some really classy ones - I love the hand made, double layered ones that look like the best (horse) nosebands. I would love to be able to have another Beagle, and at the moment I'm very taken by the name Quibble. I don't know if it will ever happen though.
Only time my 6 wear a collar is when on walkies as the law states they must have collar with id tags on. However I do have a very large number of diamond encrusted collars for K9, some he has never worn & are still wrapped up in the cushion fabric they were bought at the Knightsbridge pet shop in.
Cough Cough! There is no way id pay £60/80 for a dog collar, I have flat leather half checks, that good enough for me .
