This is just totally ridiculous yes I am aware these are powerful dogs & yes children should be with a adult when in charge of these breeds, but stating that they all must be muzzled & be kept on a lead is totally ridiculous, non of my previous Dobermans, Rottweilers or GSD's were classed as dangerous dogs, as they were well trained & stayed close by me when on walkies, it was the same with my dad's Pit bulls they never wandered off would stay by all us 6 kids & when dad whistles they would herd us kids back to dad. Its about time the government realize its the idiot person holding the lead that's dangerous not the breed of dog.
So short sighted. I hope this isn't a vision of things to come over here. This can only create further behavioural problems in a population of strong exercise deprived dogs. I hope some of the local farmers might see an opportunity in providing facilities for free running exercise. I think they might have trouble identifying some of the crossbreeds though.

They don't understand that a Bullmastiff uses it's body it hit like a freight train over biting and has been taught and breed this way for 500 years? It's more likely they will break your ribs or a broken wrist or finger from falling than them biting? The bite is met to hold till police got there.
Another dumb restriction. Interesting American Akita are not listed. That's still an injury. It still requires medical attention, still harms some one. Can still lead to a lawsuit or insurance pay out. Since Bullmastiff have attacked with their mouth, not their body it is just as relevant as the other breeds. There is plenty of crap breeding here in the states shop I assume the same is true there. Pit Bulls were not meant to attack people and maul them, when they were used to guard at all it was similar to the Bullmastiff. Yet they have killed people and are on most any breed ban / dangerous dog list. It doesn't matter if a breed was created for a certain thing or whether or not people know the history.
