Past it is highly stupid. Maybe they should look at the latest reports that early spay and neuter dogs show a much higher percentage of aggression than non spay or neutered dogs.
Now Tippecanoe County in Indiana are proposing mandatory sterilization of all dogs and cats over 6 months of age unless the owner obtains a breeder’s permit. Indiana Alert: Tippecanoe County to Consider Mandatory Spay/Neuter on October 20 Perhaps these places would prefer to ban dogs altogether?
No doubt these moves are well intentioned, but there are so many potential problems in their implementation, it's hard to see how they can ever work in practice. As Malka suggests it could lead to a spate of unenforceable fines (blood and stones) - resulting in abandoned and confiscated dogs in the shelters. Whatever happened to personal freedom?
