In a shocking decision by the Pasadena City Council, mandatory spay & neuter was approved to move forward on a 5-3 vote with a first reading to be scheduled within sixty days. The primary sponsor Councilman Steve Madison has been searching for a method to control pit bull violence. When he failed getting a breed specific law passed since the State of California bars any BSL’s passed, he broadened his proposal to make spay-neuter mandatory across all dogs. He is on the record as saying ““I think one thing we would agree on is there are a lot of animals that end up getting put down and that’s really the issue this seeks to address, as well as other benefits of adopting this policy.” Councilman Kennedy thinks the ordinance is premature and was not convinced by staff report.

But will this policy reduce euthanasia of dogs? The reality is no; only 13% of the dogs coming into the shelter are euthanized, most are adopted into new families. The primary reasons for euthanasia? Owner surrenders due to health, age or behaviour problems. The thinking person could intuit that spay-neuter will not resolve owner surrenders of their aged, sick, or obedience-challenged dogs.

Will this policy reduce bites & increase public safety. No data was provided that intact dogs bite more frequently than spayed or neutered dogs. Biting is a training issue and a failure in ownership to secure the dog.

Exceptions are granted for working, competition, or dogs that would have adverse health outcomes but it is costly at $60/animal to maintain an intact dog. Testimony during the council meeting suggested that there are other possible consequences for public health if owners of intact animals no longer vaccinate for zoonotic diseases in order to stay under the radar. It also unfairly targets low income families as keeping an intact animal could be seen as a regressive tax.

But who really pays if this ordinance is passed? The dogs that can be seized, rehomed, or euthanized for a policy that will not resolve the real reason dogs are surrendered.

Past it is highly stupid. Maybe they should look at the latest reports that early spay and neuter dogs show a much higher percentage of aggression than non spay or neutered dogs.

Now Tippecanoe County in Indiana are proposing mandatory sterilization of all dogs and cats over 6 months of age unless the owner obtains a breeder’s permit.

The Tippecanoe County Commission has proposed a rewrite of the county’s animal control code. This includes mandatory sterilization of all dogs and cats over 6 months of age unless the owner obtains a breeder’s permit.

The permit is required for anyone who wishes to own an intact animal, regardless of whether that animal is being bred. A new permit must be obtained every year. Those who do wish to breed would be permitted no more than one litter each year. Anyone found out of compliance must pay a $200 fine.

The only exemption is for those who meet the state definition of “commercial breeder” (those who own at least 20 intact females over one year of age). The proposal specifically states that unless you meet the definition of commercial breeder, the permit will apply.

Perhaps these places would prefer to ban dogs altogether?

No doubt these moves are well intentioned, but there are so many potential problems in their implementation, it's hard to see how they can ever work in practice. As Malka suggests it could lead to a spate of unenforceable fines (blood and stones) - resulting in abandoned and confiscated dogs in the shelters. Whatever happened to personal freedom?
